that is irrelevant when the entire population that is addressed is "people who would be sentenced to death". the exception in this case is the one that makes the method unfeasible, not that for which the method is proposed. in any case, i stand by my assertion that having legally mandated fitness testing deciding social benefits/penalties is idiotic, much as i'd like to have everyone lifting weights as soon as they could walk.
