I'd say wrists, forearms, biceps and shoulders - most of the arm really! For exercises, I'd say reverse curls with some possible fairly heavy wrist curls.
Don't forget that technique also plays a large part in arm-wrestling. I can't say I do a lot of arm-wrestling myself, so I can't share personal experience, but if you google "arm wrestling technique" you should find plenty of help.
