I'm guessing here that there was no forensic evidence of the feet being sawn or hacked off....maybe they were nibbled by fish??
Perhaps they grew out of the trainers and this is the first sighting of a new lifeform evolving out of the ocean.
It seems as though they are saying that the feet were separated from the rest of the bodies as a result of natural decomposition. In other words, no evidence of tool marks most likely. Sounds like it was an accident in which several people drowned at once. Macabre. And weird.
