At my TC class on Saturday I was learning a new section of Lao jia yi lou. One of the moves required me to go low and then lift up. The moves name is either lou xi in Chinese, brushing knee or lifting knee I am not sure. Here's a picture I found.

Could this be used as a take down? If not then what are the applications for this move?

Application for this ; as parrying hand circles, collects (pushing to the outside)the attacking limb, defending the knee,it forms a hook/beak to catch and offbalance your opponent while your other hand pushes through the centre to strike or push(possibly as a takedown)
Like a lot if taiji there are multiple applications,I'm sure someone else will come up with a different one !

It's hard to tell from a still image :(

Often the into-and-outof a movement provide the best ideas of potential applications, otherwise you're just looking at a snapshot in time of "what can this position be used for?"

Any clips of this particular movement?

In the first form, the brush knee action is done in the diagonal whip(No 8 and 11, etc.). Maybe this will help:

That link doesn't work for me. I have trained it in Wu style, it was from embrace tiger, return to mountain.

Looks fairly similar to 'Play the Lute' from Yang style Tai Chi.

A favourite application of mine is to 'cover' the opponents strike, stepping back to pull him in, whilst the hands 'rend' and apply pressure to the elbow/shoulder, whilst the upper palm strikes sideways to the face...

    Similar to this.

    You can also

    - use your left hand to hold on his right wrist,
    - guide his right palm to touch your chest with his fingers down,
    - right hand to lift up on his elbow joint to lift his rooting up,
    - you then use "front cut" to throw him backward.
