He's not saying that the cops shouldn't wait untill someone commits a crime but instead to charge them anyone, they're saying that the government should be working on detering the criminal behaviour instead of waiting for bad stuff to happen.
Yes that has to be one of the most poorly worded things I've seen in recent memory. Preemptive arrests.
